How does stripping metadata work?

The image is decoded to raw pixels and re-encoded from scratch. EXIF, GPS and camera fields are not part of the pixel data, so they simply do not survive the round trip.

Is pixelating safe enough for redaction?

At a sensible strength, yes — the original pixels are destroyed, not covered. A light pixelation over large text can still be guessable, so use a stronger setting for anything sensitive.
